The USAID OIG Review of Starlink

While Elon Musk has done everything he can to make the U.S. Agency for International Development (USAID) disappear based upon fabricated tales, he has yet to eliminate USAID’s Office of the Inspector General (OIG). In fact, it is the OIG that may be real threat to Mr. Musk given that it initiated a review of Space’s Starlink program in Ukraine.

Back on May 14, 2024, the USAID OIG announced the following review – Inspection of USAID’s Oversight of Starlink Terminals Provided to the Government of Ukraine. The review is to determine how (1) the Government of Ukraine used the USAID-provided Starlink terminals, and (2) USAID monitored the Government of Ukraine’s use of USAID-provided Starlink terminals.

OIG’s perform a variety of reviews over high profile programs to ensure they are working as required. In this case, USAID and Starlink worked together to provide about 5,000 Starlink terminal to Ukraine during its war with Russia. A review does not mean there are problems with a program. Instead, it is simply a review to ensure all is well.

So far, while USAID has disappeared from the Internet, the USAID OIG site is still operating just fine. It should be noted that the IG at USAID has also avoided being unjustly fired by President Trump, something his peers in other agencies cannot say. So maybe things will work out.

Maybe, but when you have outlandish elimination of federal agencies based on fabricated stories, as well as the illegal firing of IGs across the government for no stated reason, I would not want to be the auditors on this team.

If this administration had any interest in improving the federal government, it would have seen the OIGs as an ally to identify fraud, waste, and abuse. That is why the OIGs were created back in the 1970s after the abuses of the Nixon Administration.

What we are seeing now is a whole different game that appears to have nothing to do with improving government. One can only wonder what fraud, waste, and abuse will occur under this administration now that the auditors have been eliminated or scared away.

Update: Well, that did not take long. On February 11, President Trump fired Paul Martin, the IG at USAID, after his office issued an audit critical of recent cuts at the agency. The audit report, Oversight of USAID-Funded Humanitarian Assistance Programming Impacted by Staffing Reductions and Pause on Foreign Assistance, concluded:

USAID OIG’s independent oversight of USAID’s humanitarian assistance programs over the years has identified significant challenges and offered recommendations to improve Agency programming to prevent fraud, waste, and abuse. Our longstanding concerns about existing USAID oversight mechanisms persist. However, recent widespread staffing reductions across the Agency, particularly within BHA, coupled with uncertainty about the scope of foreign assistance waivers and permissible communications with implementers, has degraded USAID’s ability to distribute and safeguard taxpayer-funded humanitarian assistance.

In other words, while Elon Musk’s Department of Government Efficiency (DOGE) did not really detect any fraud, waste, or abuse in USAID’s programs, USAID is now exposed to an increased risk of rampant fraud, waste, and abuse because DOGE illegally shuttered the agency. Are U.S. taxpayers paying attention?

Russia Assists Iranian Space Program

While Americans are contemplating this week’s election, the Russians were up to more mischief this week. I am not talking about North Korean soldiers being used to attack Ukraine. I am referring to the Russians launching two Iranian satellites via a Soyuz rocket on Tuesday (yes, the same date as the US election).

One of the satellites is the Kowsar, a high-resolution imaging satellite, and the second the Hodhod, which is a small communications satellite. Both are said to be private sector cubic satellites, representing the first private sector Iranian satellites to be launched to date. Tehran Times states that both satellites are being used for agricultural purposes.

Hassan Salarieh, the head of the Iranian Space Agency stated:

Achieving significant goals in this field is unattainable without robust participation from private enterprises. We believe that the private sector should enter this field in a competitive environment, considering market criteria.

The partnership between Russia and Iran regarding potentially dual-use space technology, at a time when both nations are involved in military actions against their neighbors, is not good news for peace.

Troublesome Space Company News

It was not a good week for the US space industry. One major US space company is looking to exit the business while the head of another US space company is holding secret talks with Putin.

In the first case, Boeing’s bleak finances may be pushing it to consider the sale of its space business, which includes the troubled Starliner capsule most recently stuck at the International Space Station.

Fortune magazine highlighted comments by Boeing’s new CEO, Kelly Ortber, at his first earnings conference call on Wednesday, where he stated:

We’re better off doing less and doing it better than doing more and not doing it well…What do we want this company to look like five and 10 years from now? And do these things add value to the company or distract us?

This follows rumors that Boeing has been talking with Blue Origin about handing off some of its NASA-related portfolio.

It would appear that Boeing, which has been with NASA since the Apollo program, is having some second thoughts about its role in the space program as it deals with Starliner troubles, airplane manufacturing issues, and an ongoing worker strike.

And then we read about Elon Musk having help secret talks with Russia’s Vladimir Putin since at least 2022. You may remember Mr. Musk raised concerns in Washington when it was learned that he turned off his Starlink system when the Ukranians were planning an attack against invading Russian.

Some in Congress are already calling for an investigation into these discussions, given the role of SpaceX in critical Department of Defense contracts. Rep. Adam Smith (D-WA), the House Armed Services Committee’s top Democrat, stated:

We should investigate what Elon Musk is up to to make sure that it is not to the detriment of the national security of the United States.

NASA Administrator Bill Nelson also has some questions, stating:

I don’t know that that story is true. I think it should be investigated…If the story is true that there have been multiple conversations between Elon Musk and the president of Russia, then I think that would be concerning, particularly for NASA, for the Department of Defense, for some of the intelligence agencies.

It has become increasingly apparent that Mr. Musk’s excellence in creating companies will always be trumped by his bone-headed ego. He cannot help but be the center of attention rather than the competent engineer. He should really stay away from social media and social relationships until he can get his ego under control.

As I said, it was not a good week for the US space industry.

Space Stories: Astronomical Damage in Ukraine, An Awakened Black Hole, and Understanding Jupiter’s Giant Red Spot

In November 2023, photographer Eric Lusito made a rare visit to the Braude Radio Astronomy Observatory near Kharkiv, Ukraine, once one of the nation’s flagship scientific facilities. Since his visit, the Kharkiv region, which was partly occupied by Russian forces in 2022 but liberated later that year, has again faced a renewed Russian assault. As of this writing, military specialists say that effort has stalled. Here is Lusito’s account of his visit.

The mysterious brightening of a galaxy far, far away has been traced to the heart of the star system and the sudden awakening of a giant black hole 1m times more massive than the sun. Decades of observations found nothing remarkable about the distant galaxy in the constellation of Virgo, but that changed at the end of 2019 when astronomers noticed a dramatic surge in its luminosity that persists to this day. Researchers now believe they are witnessing changes that have never been seen before, with the black hole at the galaxy’s core putting on an extreme cosmic light show as vast amounts of material fall into it.

As a popular icon among objects in the Solar System, Jupiter’s Great Red Spot (GRS) is probably the best-known atmospheric structure. Its large size (right now its diameter is that of the Earth) and the contrast of its reddish colour against the planet’s pale clouds make it an object that can be easily seen even with small telescopes…Speculation about the origin of the GRS dates back to the first telescopic observations made by the astronomer Giovanni Domenico Cassini, who in 1665 discovered a dark oval at the same latitude as the GRS and named it the ‘Permanent Spot’ (PS), since it was observed by him and other astronomers until 1713. Track of it was subsequently lost for 118 years and it was not until 1831 and later years that S. Schwabe again observed a clear structure, roughly oval in shape and at the same latitude as the GRS; that can be regarded as the first observation of the current GRS, perhaps of a nascent GRS.

“Musk has taken on the role of apologist for indicted war criminal Vladimir Putin. “There is no way in hell that Putin is going to lose,” Musk said during an audio event on X. Musk called on social media followers to lobby the Senate not to pass an aid package for Ukraine. Further, Musk is actively working to thwart US foreign policy. Musk is certainly entitled to voice his opinions. However, he is not authorized to conduct foreign policy with FCC issued licenses. This is especially true when his use of those licenses supports the military of a foreign power that is actively engaged in an illegal war and has engaged in countless war crimes including routinely targeting hospitals, schools, and apartment buildings. Musk’s company is licensed to serve the public interest, convenience, and necessity. Musk cannot use FCC licenses to militarily aid Russia, a state that is subject to U.S. sanctions. Musk’s repeated abuse of the Starlink system has placed these licenses in jeopardy.”
